Your Impact:

We are seeking an experienced Contract Administrator (Municipal) to join our Construction Services team, supporting a broad range of municipal infrastructure projects across Ontario. This position can be out of our Bradford or Toronto office.

This role focuses on the administration and oversight of construction contracts related to municipal servicing and infrastructure, including water and wastewater treatment, supporting land development projects.

As a key member of the project delivery team, you will provide leadership during the construction phase of the project, ensure contractual compliance, maintain clear communication between all stakeholders, and contribute to the successful delivery of high‑quality municipal infrastructure projects.

Demonstrated field-based work experience, along with construction management experience for projects involving water and wastewater infrastructure, including pumping stations, forcemains, watermains, and related works is essential for this role.

How you will contribute to the team:

Tendering, Cost Control & Document Management

  • Prepare and issue tender documents, manage bid closings, issue addenda, and assist with tender evaluations and recommendations.
  • Prepare cost estimates and administer securities, including quantity take‑offs and maintenance of costing databases.
  • Maintain effective document control systems and participate in quality assurance / quality control (QA/QC) processes.

Construction Contract Administration & Field Services

  • Lead construction contract administration activities for multiple municipal infrastructure projects, ensuring compliance with contract documents, drawings, specifications, and applicable regulations.
  • Coordinate and lead site review teams, working closely with Project Managers, Engineers, and Field/Site Staff.
  • Chair and document pre‑construction, progress, and site meetings.
  • Oversee the preparation, review, and issuance of construction documentation, including:
    • Payment certificates and progress estimates
    • Change orders and claims negotiation
    • Site instructions and field reports
    • Deficiency lists and project close‑out documentation
    • Monitoring of schedules and budgets
  • Undertake site reviews as required, maintaining accurate and detailed site logs.
  • Liaise with contractors, municipal engineering staff, utilities, and regulatory agencies to resolve construction issues and discrepancies.
  • Interpret contracts and facilitate compliance with contract terms and the requirements of the scope of work.

Agency & Technical Coordination

  • Understand and apply municipal, provincial, and federal regulations, standards, and guidelines applicable to municipal infrastructure construction.
  • Support design teams as construction representatives for projects involving water and wastewater infrastructure, including pumping stations, forcemains, watermains, and related works.
  • Interpret engineering drawings, specifications, geotechnical and hydrogeological reports as they relate to construction implementation.

Leadership, Mentorship & Safety

  • Train, mentor, and support Field Staff and Assistant Contract Administrators.
  • Establish and maintain effective working relationships with clients, contractors, internal teams, and municipal partners.
  • Champion health and safety on construction sites, ensuring compliance with Occupational Health & Safety legislation, WHMIS, and related requirements.

What you bring:

  • E.T. certification with OACETT or P.Eng. designation with PEO (P.Eng. considered an asset).
  • Minimum 10 years of experience in civil construction field reviews and contract administration, with a strong focus on municipal projects.
  • Demonstrated experience working with municipalities and municipal infrastructure projects in Ontario.
  • Strong working knowledge of construction standards, specifications, materials, and contract administration practices.
  • Sound understanding of environmental, health and safety, and regulatory requirements associated with civil construction.
  • Excellent communication, organization, and interpersonal skills, with the ability to manage multiple projects and priorities.
  • Strong analytical, negotiation, and decision‑making skills, with a commitment to quality and professionalism.
  • Proficiency with Microsoft Office and construction documentation tools; experience with document control systems is an asset.
  • Valid Ontario Class G driver’s licence and access to a reliable vehicle.
  • Willingness to travel to project sites across Ontario, with occasional overnight travel as required.

Salary range: $90,000 – $125,000
